The Academy was founded in 1991 by Gene Fessenbecker to provide materials any independent contractor could use to start a contracting business correctly or to improve one that was operating. Shortly thereafter, the Oregon Legislature adopted a law requiring new contractors in Oregon to take 16 hours of education in "Laws and Business Practices Affecting Contractors."
